My Pledge to the People

February 16, 2012



The Office of Sheriff is more important today than ever. Everywhere I go people are concerned about the direction of our nation – and the government. Our country truly stands at a crossroads. We live in rapidly changing and challenging times, but our national heritage rests on a foundation that does not change – the Word of God

From that solid foundation, our Founders constructed the United States Constitution. It is the law of our great land and along with its first ten amendments – our Bill of Rights – defines Liberty on the basis of limited government. Because it was designed to be rarely altered – and only with thoughtful, broad consent of the People – I believe our forefathers intended the U. S. Constitution to remain the law of the land as long as this earth exists.   

It is with this deeply held belief that I – as a law enforcement officer – took the solemn oath to support and defend the Constitution of the United States of America. Each time I have taken that oath, it sent chills of pride through my body. I have never before been, nor will I ever knowingly be, in opposition to the Constitution of the United States of America. I love this country and the freedom for which it stands.

My deeply held beliefs and the serious times in which we live compel me to set forth in writing the following Pledge to the People of Smith County, Texas.

Legal Support and Basis for My Pledge

“…Congress cannot compel the States to enact or enforce a federal regulatory program. Today we hold that Congress cannot circumvent that prohibition by conscripting the State’s officers directly. The Federal Government may neither issue directives requiring the States to address particular problems, nor command the States’ officers, or those of their political subdivisions, to administer or enforce a federal regulatory program. It matters not whether policymaking is involved, and no case-by-case weighing of the burdens or benefits is necessary; such commands are fundamentally incompatible with our constitutional system of dual sovereignty.” Justice Antonin Scalia, United States Supreme Court ruling in Mack v. U.S., June 27, 1997

My Pledge to the People of Smith County, Texas



I believe the County Sheriff is the last line of defense between the federal government and the citizens of the United States; therefore, if elected Sheriff of Smith County, Texas,


I, Larry R. Smith, pledge to the People  of Smith County, Texas, that I will at all times support and defend the People’s liberties as defined by the United States Constitution and the Bill of Rights;  this strongly includes, but is not limited to, the First and Second Amendments. 


I will defend the People against acts by agents or agencies which may attempt to enforce unconstitutional federal acts in the contravention of state law and in direct violation of the Tenth Amendment. Outside agencies working in Smith County, Texas, will adhere to the rule of law and will not violate the Constitutional protections of citizens under my jurisdiction.


As the chief law enforcement officer of Smith County, I will require officers under my command to take a course on the U. S. Constitution. This training will help officers understand the practical application of the principles of our Constitution and why Sharia and international law will never be acceptable substitutes or additions. I will personally fund this vital officer training.


I will always make it my number one priority to protect the life, liberty, and property of the People of Smith County, Texas. 


I will uphold the rule of law as the basis for an orderly society. This means that I will conduct consistent interior enforcement of immigration law in Smith County.


I will require myself, law enforcement officers, and staff under my command to exhibit strong moral character, integrity, and respect.

As your public servant, I will always strive to be a good steward. I will provide the highest quality law enforcement service at the very best price because I understand the burden of high taxes on families and businesses.

I will respect my employees; provide them with tools, training, and support; and will never ask them to do anything that I am not willing to do myself as a servant leader.
